Blind swimmer communication device

Can you help John Garnish (Bournemouth panel) who has received a request from a blind swimmer planning a cross-Channel swim next year for a device to help the swimmer stay aligned with his accompanying boat.  John thought that a similar problem had come up on Lake Windermere a few years ago.
